Activity classes are defined in the Government Policy Statement on Land Transport and are used by the Minister to provide direction to the Transport Agency on the level of funding to be allocated to various types of land transport investment. The Transport Agency structures the National Land Transport Programme around the activity classes.
Work categories are accounting classifications that, in the main, group together activities that deliver similar outputs. This enables expenditure to be tracked over time by output type and to make cost comparisons between organisations and regions.
The Transport Agency Board has delegated some decision making around planning, funding and procurement functions to staff and Approved Organisations, as set out in its Instruments of Delegation.
